Bamako, Mali

In a decisive escalation against jihadist insurgency, the Malian Armed Forces (FAMa) and the Unified Force of the Alliance of Sahel States (AES) announced the successful neutralisation of several high-ranking Islamic State in the Greater Sahara (ISGS) commanders during a precision airstrike on October 8 in the volatile Inarabane sector, Ménaka region.

The operation, hailed as a “resounding success” by the General Staff of the Armies, captures the growing coordination among Mali, Burkina Faso, and Niger under the AES banner. The airstrike targeted a suspected ISGS coordination meeting, leveraging “careful preparation and remarkably precise intelligence,” according to an official communiqué released October 11.

Confirmed casualties include Boubacar Demougui (also known as Boubacar Alians), ISGS’s top operational commander and direct deputy to Emir Issa Barrey, who oversaw activities in northern Ménaka, including Tidermène, Ikadewan, and Tedjererte areas.

Demougui, a logistics mastermind directing multiple terror cells, was instrumental in arming and mobilising fighters across the Liptako-Gourma tri-border zone spanning Mali, Niger, and Burkina Faso. Also eliminated were Ismaël Ould Habib Ould Choghib and Ahmed Ould Alwane Ould Choghib, mid-level officers linked to brutal attacks on civilians, including mass executions and hostage abductions that have displaced thousands in the Sahel.

These figures, perpetrators of atrocities like the Tessit ambush that killed dozens of Malian troops, represented a significant decapitation strike against ISGS’s command structure. The raid was executed using Mali’s strengthened air assets, including Russian-supplied Sukhoi Su-25 ground-attack jets and Turkish Bayraktar TB2 drones, acquired since 2022 to replace French support after Operation Barkhane’s withdrawal.

AES forces, comprising joint FAMa units from member states, provided ground intelligence and rapid response, which indicated a shift towards autonomous regional counterterrorism amidst strained ties with Western partners. ISGS, an ISIS affiliate active since 2015, has intensified operations in Ménaka, a desert enclave near the Algerian border, launching coordinated raids that claimed over 200 lives this year alone.

The group’s territorial gains, including drone-enabled assaults on military positions, have strained Mali’s defences, but some security sources say this strike disrupts their supply lines and leadership continuity. The General Staff saluted the “bravery and operational mastery” of AES troops, vowing relentless pursuit of remaining threats.

Analysts note this could cede ground to rival al-Qaeda affiliate JNIM, potentially reshaping Sahel jihadist dynamics. Local communities in Ménaka, long terrorised by ISGS extortion and killings, expressed cautious relief, though aid groups warn of humanitarian fallout from intensified military operations.

The AES has strengthened military integration, including joint drone bases in Gao, which has boosted Bamako’s narrative of sovereignty against foreign meddling. However, with ISGS vowing retaliation via encrypted channels, the Sahel’s fragile peace hangs in the balance.
